PayPal Bill Pay Terms and Conditions
Last Update: November 16, 2020. These Bill Pay Terms and Conditions (“Terms”) are a contract
between you and PayPal, Inc. (“PayPal”, “we” or “us”) and apply to your use of PayPal’s Bill Pay
service (“Bill Pay”). Use of Bill Pay is also subject to the PayPal User Agreement, Acceptable Use
Policy, PayPal Privacy Statement , and any other legal agreements that apply to you as a PayPal
account holder (collectively, the “Related Agreements”). Use of Bill Pay constitutes acceptance of
these Terms and all Related Agreements. If any conflict exists between the Terms and any Related
Agreements, the Terms shall control with respect to Bill Pay to the extent of the conflict. We may
amend these Terms at any time by posting a revised version on our website. The revised version will
be effective at the time we post it unless otherwise noted. If our changes reduce your rights or increase
your responsibilities, we will post a notice on the Policy Updates page of our website and provide you
with the same length of advance notice as set forth in the PayPal User Agreement.PayPal’s Bill Pay
allows you to make one-time and recurring payments from your PayPal account to available
companies that you select (“Billers”). Bill Pay is not available for person-to-person payments.
The payment amount, along with any applicable fees, will be debited from your account upon
submission of your Bill Pay request or arrival of scheduled recurring payment date and PayPal will
immediately send your payment via electronic payment transaction. Depending on the third-party
service provider integration used by your Biller, your payment will be credited to your bill within 1-3
business days. To assure timely payment of your bills, you must have requisite available funds and
submit Bill Pay transaction requests before the date payment is required to be made. PayPal shall
have no liability in the event a Bill Pay transaction cannot be completed due to insufficient funds in
your account, unavailability of a funding instrument, or the payment to the Biller being blocked or
delayed for any reason. Further, PayPal shall have no liability in the event a Bill Pay transaction cannot
be initiated, modified, or canceled due to system maintenance or outages. You may cancel a Bill Pay
payment to a Biller by logging into your account and clicking on the Biller Hub, provided, however, that
any payment shown in the Biller Hub as processing or processed cannot be canceled. You can attempt
to cancel any payment for which the cancel button is made available. Canceling a payment transaction
will cancel all subsequently scheduled payments to that Biller. You are responsible for the accuracy of
all information you provide in connection with each Bill Pay transaction you initiate or cancel, including
the identifying information of the recipient and the amount of the transaction.PayPal reserves the right,
subject to applicable law, to change the amount of your Bill Pay transaction limits, limit, block or place
a hold on certain types of transfers or transactions, limit, suspend or block transfers to particular
persons, entities or recipients, and/or suspend your access to the Bill Pay service at any time and in
our sole discretion.
